Can you export NotebookLM slides to PowerPoint?

Yes. Google's Slide Deck help page documents a "Download PowerPoint (.pptx)" option in the three-dots menu next to a generated deck, alongside a PDF download. The file opens normally in PowerPoint. What you cannot do is edit it, because each slide inside is one flattened image rather than a set of text boxes and shapes.

Can NotebookLM slides be edited?

Do not convert the render. Go back to the documents you loaded into the notebook and rebuild the deck from those, because they still contain real text and real tables. Google does not publish one.
